addition to the state level scholarships, our chapter will be awarding a
scholarship. If you are interested in
helping in February/March with the Chapter’s Scholarship Committee, please

Deadlines for all scholarships are Feb 1, 2006.
PRESIDENT’S MESSAGE

Pinellas Chapter President, 2005/2006
Just four short years ago I took office as Secretary
for the Pinellas Chapter. It is hard to believe that these four years have gone
by so fast! This year, I would like to follow the lead of the State Society and
the vision of our State President, John R. Hall, P.E.
At last month’s dinner meeting, John discussed his
vision and passion for leading the FES during his tenure. John would like to
see every Member Engineer of the Florida Engineering Society participate in at
least one event at a local school during the current school year. This will
provide a large number of students with some exposure to Engineering, and may
even prove to be the one event where a student decides that Engineering will be
their preferred career choice.
This month we all have the opportunity to
participate in that one event, “The Great American Teach-In” on November 16th.
On this day, members of the community are invited into the schools for an hour,
a few class periods, or a day. This is an excellent opportunity to speak to
students and explain what it means to be an Engineer as well as the
opportunities that abound within the profession.
If you are interested in participating, a
registration form is attached to the newsletter or better yet, if you know
which school you want to go to or need help in selecting a school call or
e-mail Kay Masters at the Pinellas County Schools Information Services. Her
phone number and e-mail are (727) 588-6297 or mastersk@pcsb.org.
Kay will give you a name and phone number for a contact person at the school of
your choice. Please hurry, as the deadline to register for this event is
November 9th.
For those members who participate, please e-mail me
with information on which school you went to, what grade(s) you spoke to, what
you spoke about, and any other information that you want to share with our
members in next month’s newsletter. I challenge 10% or approximately 24 of our
Chapter Members to participate. Please help make this event a success.
If you are not able to participate in “The Great
American Teach-In”, there will be many other opportunities throughout the year.
In February, we will hold the MathCounts competition. This is another
worthwhile event, and Chris Logan, MathCounts Chairman, really needs your help
to make this year’s event another success. Please e-mail Chris for more
information.
Together we can share in the vision of our State
President John Hall, and participate in his passion to recruit future Engineers
who may one day become members of the Florida Engineering Society. And so our
journey begins.
Meeting SPEAKERS
Our interest this year is to have at least a few technical topics that
can qualify for Continuing Education (one professional development hour) in
support of our P.E. requirements. If you have something of particular interest
to offer to the group, or if you have a special suggestion for a topic, please
contact Don Polmann (dpolmann@tampabaywater.org) for further
discussion.

Downstream Augmentation with Regional Reclaimed
Water—Meeting the Challenges of Tomorrow’s Growth
Our dinner meeting is Thursday November 3 and
features MWH Americas, Inc., the prime consultant for Tampa Bay Water’s
Downstream Augmentation Project. To meet the challenge of a growing demand for
drinking water in the Tampa Bay region, the Project team needs to overcome
multiple hurdles. Come hear all about it in just 30 minutes, with Ken Broome,
PE, and Phil Waller, PE. Also featured is TBE Group as our meeting sponsor for
the evening. You’ll want to hear their pitch and visit with colleagues before
enjoying your dinner. On the menu this month is one of your favorites—Chicken
Marsala with world famous green beans. Registration is $25. Reception hour

2005 CHAPTER AWARDS
The
following chapter members were recognized at our October 6, 2005 Awards
Ceremony for their contributions to our profession.
Outstanding
Service to the Engineering Profession – Rudolf Ernst Henning, PE
Outstanding Service to the Profession – This
award is given each year to an individual who has had a significant positive
impact on the engineering profession.
The award may be given in recognition of an individual who has
established a consistent record of service over a long period of time, or to an
individual whose contribution is short-lived, but exceptional. It is desirable that the candidate has a well-rounded
record of achievement in education, employment, professional and public service
activities.
2005 Young Engineer of the Year - Chris Logan, EI
Young Engineer of the Year – The
FES Young Engineer of the Year Award is an opportunity to distinguish an
up-and-coming leader from your chapter.
The award honors the FES member who is 34 years of age or younger, who best exemplifies the ideal image
of the young engineer. Nominees shall
be a registered Professional Engineer or Engineer Intern and be a FES and NSPE
member in good standing. It is
desirable that the candidate has a well-rounded record of achievement in
education, employment, professional and public service activities.

Meetings are generally held on the third Friday of each month
at the Village Inn Restaurant, 2871 Gulf-to-Bay Boulevard (SR 60) in
Clearwater, including summer months. Committee chairs, please notify Kevin
Becotte, PE at kbecotte@co.pinellas.fl.us, if you cannot attend. All members
are welcome.
Again
this year, we are seeking sponsors for our dinner meetings. This was a very
successful program initiated last year, when we experienced local firms and
agencies eager to share their poster boards, slide shows, and eloquent oratory.
Your firm or agency is welcome to sponsor one of our monthly dinner meetings.
The event fee of $100 includes one meeting/dinner registration, free access to
the room and group during the reception hour, and five minutes at the podium at
the start of the meeting to share your thoughts and to pitch your services.
This is a great opportunity to speak to your peers and potential clients, and
to support our dinner meeting budget. The nominal fee you contribute helps very

Course in Ft. Lauderdale, FL. This basic level course is to familiarize
drainage and roadway design engineers with the use of the Florida Department of
Transportation Drainage Standard Indexes. The indexes include drawings and
other information on inlets, endwalls, pipe, underdrains, geotextiles, and
other miscellaneous drainage features.

Scour Practices Course
November 8-9, 2005

Participants must bring a Laptop that has Adobe Acrobat Reader and
Excel software installed to participate fully in this course.
There have been many new developments in bridge scour research
since the last FDOT Bridge Scour Workshop. Numerous laboratory experiments have
been conducted with bridge piers with complex geometry and significant advances
have been made in the ability to predict design scour depths at these
structures. The short course will cover all types of bridge scour, but will
concentrate on the prediction of design scour depths at complex piers in cohesionless
sediments. A brief overview of the methodology for predicting scour and erosion
in cohesive sediments and erodible rock will also be presented as time permits.
Attendees will receive a free copy of a Microsoft EXCEL program to
aid in computing equilibrium scour depths. This course should be of interest
and benefit to both engineers new to this topic as well as those that have
attended earlier FDOT Scour Workshops.
